Tarrlok / Waterbender

The United Republic Council's representative from the Northern Water Tribe is an ambitious politician. To the public, he seems like a fair-minded, likable guy who wants what's best for everyone, but behind council doors, he shows his manipulative side. He pretends to respect the Avatar's power in order to use her for his own political gain. He and Tenzin have a long rivalry and rarely agree on the best way to govern Republic City.
